An armed uprising in Russia has come to an abrupt end after the head of the Wagner mercenary group ordered his troops to stand down. Yevgeny Prigozhin abandoned his attempt to overthrow Russia's military commanders after striking a deal with the Kremlin. Wagner forces have now withdrawn from the southern city of Rostov-on-Don, where they earlier occupied the district military headquarters. Prigozhin says Wagner is pulling its troops back to avoid spilling Russian blood. The Kremlin says he will move to Belarus, and all criminal charges against him and his soldiers will be withdrawn. Russia's defense minister, Sergei Shoigu, has appeared in a video released by his ministry for the first time since a mercenary uprising demanded his ouster. According to the video, Shoigu was inspecting troops in Ukraine. He can be seen in the footage flying in a helicopter and then attending a meeting with military officers at a military headquarters, supposedly in Ukraine. The footage has not been independently verified. The head of the Wagner mercenary group, Yevgeny Prigozhin, launched an uprising on Friday night and temporarily occupied the southern Russian city of Rostov-on-Don. He demanded the ouster of Shoigu and Russia's chief of the general staff, Valery Gerasimov, before ending his rebellion late on Saturday. Walter Feichtinger, the president of the Center for Strategic Analysis in Vienna, told DW that Russian President Vladimir Putin would do anything to restore his image as a "strong leader" after the short-lived Wagner uprising. "First of all, he has to demonstrate that he is the leader, so the personal environment [around him] can expect some changes," Feichtinger said. "And in external affairs, especially in the war in Ukraine, he will do everything to put more pressure on the military forces to show and to demonstrate [to] the world and his population 'I'm still in place and we are stronger as we were before,'" he added. On Monday, Russia's Defense Ministry released footage of Defense Minister Sergei Shoigu for the first time since Wagner forces sought his removal. There has been speculation that Shoigu's removal from office could be part of the Belarus-brokered deal between Wagner chief Yevgeny Prigozhin and Moscow. But Feichtinger said such an outcome was unlikely, at least in the coming days or weeks, because this would demonstrate that Prigozhin's assessment was right and ultimately hurt Putin's image. Besides the unrest at home, the latest developments also create a headache for Putin as Wagner fighters were a "very important military tool for Russia," Feichtinger said. "They are well equipped, they are trained, they are experienced in war fighting ... They have to be under [the] control of the state of Russia," he said. "Putin is not interested, I can imagine, to lose this very important military tool. So what could be the solution? To have a new leader? To have a new commander instead of Mr. Prigozhin? That is one of the biggest questions. Will Mr. Prigozhin accept that he has no strong role in the future of his mercenaries?" President Nicolas Maduro won total control over the country's legislature, the National Assembly (AN), and fully consolidated his regime's grip on power in the country following Sunday's parliamentary election. Maduro's party claimed almost 68% of the vote, in an election which was mostly boycotted by the opposition. The National Assembly was the last institution in the country not yet headed by Maduro. The opposition, parts of which participated in the election despite the opposition's call for a boycott, received 18% of the vote. Maduro's United Socialist Party of Venezuela (PSUV) and allied parties captured 67 seats in the National Assembly, said Indira Alfonzo, president of Venezuela's National Electoral Council. International observers like the EU and the Organization of American States (OAS) refused to send observers to Sunday's election and said the conditions for a democratic process in Venezuela do not currently exist. The country's opposition, led by the current AN president and Maduro foe Juan Guaido, said the vote represents "a fraud." The White House National Security Council also called Sunday's vote fraudulent. "This election only serves to keep Maduro in power and does nothing to build a better future for the people of Venezuela," the council tweeted. Despite US President Donald Trump's campaign of strict sanctions and high diplomatic pressure, Maduro has remained in power, backed by the country's military and supported by Russia, Cuba, China and Iran. The opposition further fractured over Sunday's election, as a small faction has pledged to participate in the vote. Guaido has planned a week-long plebiscite, starting Monday, to rebuke the new congress and seeking public support to prolong the mandate of the current AN under his leadership until "free, verifiable and transparent" elections can be held. A Turkish court on Wednesday sentenced Istanbul Mayor Ekrem Imamoglu to two years and seven months in prison for allegedly insulting members of Turkey's Supreme Electoral Council. Imamoglu is a key opponent of Turkish President Recep Tayyip Erdogan, who recently hinted that he would run for reelection next year for the last time. The top leaders of China's ruling Communist Party are holding a key meeting that’s expected to further tighten President Xi Jinping's grip on power. Behind closed doors, Xi is set to lay the groundwork for an unprecedented third term in office. That would cement his position as China’s most powerful leader in recent history. Xi hasn't left China for over 21 months – partly because of COVID-19, but also because he's focused on building his power base at home. The upcoming plenum is an opportunity to set the tone in his bid to become China's long-term ruler. His message for the domestic audience is China is a superpower, and the rest of the world better know it. The plenum gathers 370 top Communist Party members from politics and the military. The most important item on the agenda is a resolution looking back at key events in the party's 100-year history. It gives the ruling party the ability to shape the narrative of its history as the party sees fit, and enshrine president’s Xi’s role as leader. It's only the third time this has happened. The previous two resolutions were introduced by the founder of the People’s Republic of China, Mao Zedong, and the architect of the economic reforms that boosted the Chinese economy into the world’s second biggest, Deng Xiaoping. Xi wants to show that he is an equally important leader, transforming China into a global power. He wants to make his power felt all across Chinese society as well. He has boosted the military, and launched a crackdown that has muzzled the tech tycoons like Alibaba's Jack Ma. In recent weeks, Xi has been stepping up pressure on the sovereign island of Taiwan, which China considers its own, and the world is watching how tensions unfold. The plenum, which runs until Thursday, lays the groundwork for the crucial 20-22 party congress, where Xi is expected to secure his position for at least another five years. He faces challenges. Economic growth is slowing down amid an energy crunch, supply chain disruption and fears of a crisis in the country's real estate sector. Challenges that need to be overcome if he is to prove himself equal to Chairman Mao and Deng Xiaoping. The junta says it will set up a transitional government, but gave no timeline. The international community has widely condemned the coup and demanded the release of the detained president. But inside the West African country, the takeover is enjoying ample support. There was a rapturous welcome for Guinea's military commanders, one day after they seized power in a coup. Some citizens hail their action as a move against a president who was veering into autocracy. Ministers from the ousted government were summoned to a meeting to hear their fate. The coup leader Mamady Doumbouya promised to establish a transition government, but set no timeline, and made no mention of elections. Doumbouya is a former French legionnaire officer who had been appointed by the president to head an elite unit. He said he was motivated by Guinea's 'poverty and endemic corruption.' Some opposition politicians welcomed the intervention. Deposed President Alpha Conde is a former opposition leader and human rights professor elected in 2010, promising to be Guinea's Nelson Mandela. But after two terms in office, Conde changed the constitution to allow himself to be elected again, setting off opposition protests in which dozens were killed. Recently he introduced austerity measures, including cuts in military spending, which some observers say might have pushed coup leaders into action. Soldiers remained on the streets on Monday, searching vehicles for weapons to prevent any counter-insurgency. Guinea previously spent years under military rule. In Russia, Prime Minister Dmitry Medvedev resigned Wednesday along with his entire Cabinet in a move that surprised many in Moscow and abroad. The move came as Russian President Vladimir Putin proposed sweeping constitutional changes to expand the power of the parliament and the State Council while weakening the presidency. Critics of Putin say the proposals could help him keep power after his final presidential term ends in 2024. The Russian parliament is expected to vote today to confirm Putin’s pick for new prime minister, Mikhail Mishustin, a bureaucrat who runs Russia’s tax service. The Russian newspaper Kommersant has described the recent political shake-up as “the January revolution.” We are joined by Tony Wood, author of “Russia Without Putin: Money, Power and the Myths of the New Cold War.” Wood is a member of the New Left Review editorial board.
