(21 Feb 2014) The US Army chief met top Chinese generals in Beijing Friday amid regional tensions and efforts to build trust between the two nation's militaries. US Army Chief of Staff General Ray Odierno was greeted with full military honours on Friday morning at China's Defence Ministry and had a full day of meetings scheduled in addition to an event at prestigious Peking University. His visit comes amid bitter disputes between China and two US allies - Japan and the Philippines - over territorial claims in the East and South China seas. China also sparked US concerns late last year when it unexpectedly announced an air defence zone encompassing a large swath of the East China Sea, including islands controlled by Japan but claimed by Beijing. Washington has refused to recognise the zone or follow China's demands that its aircraft file flight plans with Beijing's Defence Ministry and heed Chinese instructions or face unspecified retaliatory measures. Despite those tensions, the militaries have pushed ahead with limited steps to reduce longstanding mistrust between them. They have held simulations aimed at cooperating in humanitarian relief operations, and China's navy later this year is to take part in multi-national naval exercises off Hawaii. Milley assumed duty as the 39th Chief of Staff of the U.S. Army August 14, 2015 after most recently serving as the 21st Commander of U.S. Army Forces Command at Fort Bragg, North Carolina. A native of Winchester, Massachusetts, General Milley graduated and received his commission from Princeton University in 1980. He has had multiple command and staff positions in eight divisions and Special Forces throughout the last 35 years. He has served in command and leadership positions from the platoon and operational detachment alpha level through Corps and Army Command including the 82nd Airborne Division and the 5th Special Forces Group at Fort Bragg, North Carolina; the 7th Infantry Division at Fort Ord, California; the 10th Mountain Division at Fort Drum, New York; the 2nd Infantry Division in Korea; the Joint Readiness Center at Fort Polk, Louisiana; the 25th Infantry Division at Schofield Barracks, Hawaii; the 101st Airborne (Air Assault) at Fort Campbell, Kentucky; and the 1st Cavalry Division and 3rd Infantry Division in Baghdad, Iraq. General McConville told reporters he discussed the strong relationship between the two armies with Philippine Army chief Lieutenant General Romeo Brawner Jr. at the Army headquarters. Last month, about 12,200 U.S military personnel, 5,400 Filipino forces took part in the largest Military exercises called Balikatan. The drills have showcased U.S. warships, fighter jets as well as Patriot missiles, HIMARS and anti-tank Javelins, according to U.S. and Philippine military officials. In February, Marcos approved a wider U.S. military presence in the Philippines by allowing rotating batches of American forces to stay in four more Philippine military camps. We got an inside look at how Army Culinary Specialists are trained at the Joint Culinary Center of Excellence at Fort Lee, Virginia. Three to four thousand members of the Army and National Guard graduate every year from the eight-week course, which trains soldiers how to prepare a wide array of food in a variety of settings. After instruction in the techniques of cooking and baking, trainees prepare three meals a day for their fellow soldiers in an actual garrison kitchen. Training culminates outdoors, where trainees cook for hundreds of soldiers in the same mobile kitchens they could be cooking in if deployed. Insider spent five days at the Joint Culinary Center of Excellence, where we observed different classes at various stages of training. The words spoken by America's top military officer carried a familiar ring, but in the midst of a chaotic week at the Pentagon, they were particularly poignant. "We are unique among militaries," said Gen. Mark Milley, the chairman of the Joint Chiefs of Staff. "We do not take an oath to a king or a queen, a tyrant or a dictator. We do not take an oath to an individual." Milley was speaking Wednesday at the dedication of an Army museum in a week that saw President Donald Trump fire Defense Secretary Mark Esper and install three staunch loyalists to senior Pentagon policy positions. The abrupt changes have raised fears about what Trump may try to do in his final two months of office - and whether the military's long held apolitical nature could be upended. Milley's comments, made as he stood alongside Esper's successor, acting defense chief Christopher Miller, reflected a view he has long been passionate about: the military's unequivocal duty to protect and defend the Constitution - what he called the "moral north star" for everyone in uniform. But his message in a time of turmoil - Trump has refused to concede his election loss - was unmistakable: The military exists to defend democracy and is not to be used as a political pawn. "We take an oath to the Constitution," Milley said, adding that every service member "will protect and defend that document regardless of personal price." Trump's motives for the Pentagon shakeup are unclear, but it has created a great deal of unease within the building. Was he simply striking out at Esper and others he deemed not loyal enough? Is there a broader plan to enact policy changes that Trump could tout in his final days as commander in chief? Or, in the most extreme scenario, would Trump try to get the military to help him stay in office beyond Inauguration Day? Milley has pushed back against that last possibility, telling Congress that "In the event of a dispute over some aspect of the elections, by law U.S. courts and the U.S. Congress are required to resolve any disputes, not the U.S. military." He said service members must not get involved in the transfer of power after an election.
