OK thts is the first time I know that some countries have rules to not allow people to have a cellphone....
In my own experience, me and my classmates got our first cellphone around third or fourth grade and now i am 23
for nowadays kids, I guess they have their first cellphone in first grade
It will be safer kids have a cellphone that if they have a accidient , they can call their parents immediately
